The Vietnamese Student Association (VSA) of the George Washington University seeks to promote the awareness of Vietnamese culture and to provide a forum to serve and learn about the Vietnamese community. We exist to promote cultural understanding at GWU and to provide valuable events and services to the university community. VSA welcomes all students who are interested in learning about Vietnamese culture, regardless of race, creed, religion, or political affiliation. Feel free to come out to any of our events to learn more about us!

Preamble
This organization is to be called the Vietnamese Student Association (VSA) of the George Washington University, hereafter referred to as the Association or the Vietnamese Student Association, or VSA. This organization seeks to promote the awareness of Vietnamese culture and to provide a forum to serve and learn about the Vietnamese community within the United States and Vietnamese American culture. The association exists to promote cultural understanding at The George Washington University and to provide valuable events and services to the university community. VSA welcomes all students who are interested in learning about Vietnamese culture, regardless of race, creed, religion, or political affiliation.

Article I: Name of Organization
This organization is to be called The Vietnamese Student Association of The George Washington University.

Article II: Purpose
Section I:
The Vietnamese Student Association (VSA) of the George Washington University seeks to promote the awareness of Vietnamese culture and to provide a forum to serve and learn about the Vietnamese community within the United States and Vietnamese-American culture. The association exists to promote cultural understanding at the George Washington University and to provide valuable events and services to the university community.
Section II:
The Vietnamese Student Association of The George Washington University is willing to abide by the established University policies.

Article III: Membership
Section I:
Students or faculty members of The George Washington University in good standing who are interested in learning about Vietnamese culture are eligible for membership. Membership dues must be paid for voting privileges. Dues are to be decided by the members of the Executive Board at the beginning of each academic year. Members are to be registered as members by The Vietnamese Student Association.
Section II:
Membership is contingent upon full payment of an annual association fee. Members are to renew their membership every new academic year.
Section III:
VSA welcomes all students who are interested in learning about Vietnamese culture, regardless of race, creed, gender, religion, or political affiliation.

Article IV: Officers/Executive Board

Article V: Operations
Section I:
An officer must be nominated by a paying member of the Association and must be her or himself a paying member. Officers are to be elected by secret ballot [the procedure for which is to be decided by the Executive Board before each election] by all paying members and officers present on the date of election.
Section II
The President cannot vote in Officer Elections. Officers and registered members who have paid their annual dues are eligible to vote in Officer Elections, with the exclusion of the President.
Section III
Multiple candidates may not run together for a position. An officer may only hold one position during any given period.
Section IV
The election is to be determined by absolute majority vote [over 50%]. In the case of more than two candidates with no one candidate having an absolute majority vote [over 50%], the two candidates with the largest proportion of votes will then be elected in a run-off election and the election is then to be determined by absolute majority vote [over 50%] as in the case with two candidates. In the case of an election tie, the election is to be determined by the President.
Section V
Any officer can propose the impeachment of another officer. A ¾ vote by the Executive Board shall commence the impeachment process. A secret ballot will then be held by the Executive Board, a ¾ vote of which will impeach the offending officer and remove her or him from all duties and position within the Association. An impeached officer may retain her or his membership status. An impeach officer may run for election the following academic year if she or he fulfills all requirements for membership.

Article VI: Finances/Allocations of Funds
The Association will finance its activities through funds from member dues, Student Association Budget allocations, and all other funds available to the Association including voluntary gifts, donations, and university sponsoring. The Association’s financial records will be kept by the Treasurer and approved by the President.

Article VII: Amendments
Section I:
This Constitution shall be ratified by 3/4 majority vote of the Executive Board at the first Executive Board meeting of the Vietnamese Student Association.
Section II:
Any part of this Constitution may be amended by a motion from an officer and then voted upon at the next general membership meeting requiring a 3/4 majority vote.
