The Constitution of the Panhellenic Association of The George Washington University
ARTICLE I. NAME
The name of this organization shall be the Panhellenic Association of The George Washington University.
ARTICLE II. PURPOSE
The purpose of The Panhellenic Association shall be to govern the recognized National Panhellenic Conference (NPC) fraternities and, to develop and maintain fraternity life and inter-fraternity relations at the highest possible level of accomplishment and, in doing so, to:
A. Consider the goals and ideals of member groups as continually applicable to campus and personal life,
B. Promote superior scholarship as basic to intellectual achievement,
C. Cooperate with member fraternities and the University administration in concern for maintenance of high social and moral standards,
D. Act in accordance with National Panhellenic Conference UNANIMOUS AGREEMENTS and policies,
E. To provide a set of rules, regulations, and guidelines necessary to function as a united fraternal community and to support the process of peer review over fraternal activities,
F. To uphold the rules and regulations set forth in this Constitution and Bylaws in a fair and equitable manner so as to not violate the sovereignty, rights and privileges of member fraternities,
G. Support and uphold the academic mission of The George Washington University.
ARTICLE III. MEMBERSHIP
There shall be two classes of membership: Regular and Associate.
A. The REGULAR membership of the Panhellenic Association of The George Washington University shall be composed of all member chapters, in good standing, of National Panhellenic Conference fraternities at The George Washington University.
B. The ASSOCIATE membership of the Panhellenic Association of The George Washington University shall be composed of all colonies, in good standing, of National Panhellenic Conference fraternities.
ARTICLE IV. OFFICERS
A. The officers of The George Washington University Panhellenic Association shall be the following: President, Executive Vice President of Administration, Vice President of Recruitment, Vice President of Standards, Vice President of Finance, Vice President of Programming, Vice President of Community Relations and Vice President of Marketing/Public Relations.
B. The officers shall be representatives from fraternities holding regular membership in The George Washington University Panhellenic Association. Representatives from fraternities holding associate membership shall not be eligible to hold an executive office.
C. The officers shall serve a term of one year, the term of office to beginning no later than the week following the completion of transition.
D. Any officer failing to perform her duties as outlined shall resign or be impeached by a two-thirds vote of the Panhellenic Executive Board, and a successor shall be designated by election.
ARTICLE V. QUALIFICATION OF OFFICERS
A. The President shall have been on the Panhellenic Executive Board, a Delegate to the Panhellenic Association, a Recruitment Counselor or a member of her chapter’s Executive Board. She shall have had a minimum of two (2) semesters as an initiated member of her chapter, and a minimum of a 2.80 cumulative GPA. The President must reside in the DC metropolitan area during certain months of the summer in order to coordinate Greek participation in summer events, such as Colonial Inauguration and Welcome Week. The months in which the President will reside in D.C. shall be determined by the President, the Greek Advisor, and the Panhellenic Advisor, in accordance with the rest of the Executive Board.
B. The Vice President of Recruitment shall have participated in Formal Recruitment as an initiated member of her chapter. She shall have had a minimum of one (1) semester as an initiated member of her chapter and at least a 2.80 cumulative GPA. The Vice President of Recruitment must reside in the DC metropolitan area during certain months of the summer to prepare for Formal Recruitment and coordinate Greek participation in summer events, such as Colonial Inauguration and Welcome Week. The months in which the Vice President of Recruitment will reside in D.C. shall be determined at the discretion of the Vice President of Recruitment, the Greek Advisor, and the Panhellenic Advisor, in accordance with the rest of the Executive Board.
C. All other officers shall have had a minimum of one (1) semester as an initiated member of her chapter and at least a 2.80 cumulative GPA.
D. No officer serving on the Panhellenic Executive Board may serve on the Executive Board of her chapter.
E. No more than two members of the same fraternity may be elected to the Executive Board. The President and Vice President of Recruitment must be members of different fraternities.
F. To be eligible to run for Panhellenic Executive Board, the candidate must also meet all requirements to be eligible to run for an Executive Board position within her own chapter.
ARTICLE VI. MEETINGS
All meetings of the Panhellenic Council and the Panhellenic Association shall be held at a time and a place established at least one week prior to the meeting.
There shall be four types of meetings: Weekly, Presidents’, Special and Regular.
A. The WEEKLY meetings of the Panhellenic Association shall occur once per week during the regular school year, the exact day and time to be determined by the current Panhellenic Executive Board. A schedule of weekly meetings shall be distributed to Panhellenic fraternities no later than the beginning of each semester. The meetings shall consist of officers of the Panhellenic Association as well as all delegates to the Panhellenic Council
B. The PRESIDENTS’ meeting of the Panhellenic Association shall occur at least two times per semester. PRESIDENTS’ meetings shall be attended by the Panhellenic President and the President of each Panhellenic fraternity. PRESIDENT’S’ meetings may be called by the President of the Panhellenic Association, the President of a Panhellenic fraternity, or the Greek Advisor.
C. The SPECIAL meeting of the Panhellenic Association may be called by the President of the Panhellenic Association when necessary, and shall be called by her upon the written request of any member or delegate to the Panhellenic Council.
D. The REGULAR meeting of the Panhellenic Association shall occur at least once per school year, with a mandatory meeting of all members of the Panhellenic Association member fraternities occurring before the start of Formal Recruitment.
ARTICLE VII. THE PANHELLENIC COUNCIL
The legislative body of the Panhellenic Association of The George Washington University shall be the Panhellenic Council of The George Washington University. It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the Panhellenic Association and to compile rules governing the Panhellenic Association, including recruitment and new member periods, which do not violate the sovereignty, rights and privileges of member fraternities. The Panhellenic Council is additionally responsible for voting on all amendments to the governing documents of the Panhellenic Association.
A. MEMBERSHIP: The Panhellenic Council shall be composed of one delegate and one alternate delegate from each National Panhellenic Conference fraternity chapter at The George Washington University and from National Panhellenic Conference fraternity colonies.
B. SELECTION OF DELEGATES: Delegates and alternate delegates to the Panhellenic Council shall be selected by their respective fraternity chapters to serve for a term of one year.
C. EXPECTATIONS OF DELEGATES: Representatives of the Panhellenic Council shall be responsible for upholding all rules and principles of the Panhellenic Association.
1. Representatives or alternates must attend all scheduled meetings of the Panhellenic Council. Failure to do so will result in a fine to the chapter, the amount of which shall be determined by the Executive Board of the Panhellenic Association.
2. Should it become clear that a representative is not fulfilling her duties to the Panhellenic Association and the Panhellenic Council, the Panhellenic Executive Board may require her dismissal and request that the fraternity select a new delegate.
D. DELEGATE VACANCIES: When a delegate vacancy occurs, the alternate delegate for the chapter shall fill the vacancy. If a vacancy still occurs, it shall be the responsibility of the fraternity concerned to select a replacement prior to the next weekly meeting and to notify the Panhellenic Vice President of Administration, within one week, of her name, email address and phone number.
When a meeting of the Panhellenic Council occurs while a delegate vacancy exists, the alternate delegate of the fraternity concerned shall fulfill the duties of the delegate in all cases, save that of the chapter President. The Vice-President shall fulfill the duties of the President.
E. OFFICERS: The officers of the Panhellenic Association shall serve as the officers of its Panhellenic Council. These officers shall serve as the Executive Board of the Panhellenic Council and shall have such powers and duties as are prescribed in the Bylaws of the Panhellenic Association of The George Washington University.
F. QUORUM: Two-thirds of the member fraternities shall constitute a quorum for the transaction of business.
G. VOTING BODY: The voting body of The George Washington University Panhellenic Association shall be its Panhellenic Council.
1. The voting members of the Panhellenic Council shall be the delegates of each fraternity holding regular membership. If a delegate is absent, the vote of her fraternity shall be cast by her alternate. If both the delegate and the alternate are absent, then the vote of that fraternity may be cast by a member of that fraternity, providing her credentials have been presented in writing to the Council President prior to the meeting.
2. A two-thirds majority of the voting members of the Panhellenic Council shall be required to accept Associate Members to the Panhellenic Association, to establish recruitment rules, to establish Total Chapter size, to set the dates for Recruitment and new member period, and to expand the Panhellenic Association. A simple majority vote shall be required to carry all other questions.
F. VOICE: The alternate delegates, the Panhellenic Advisor, and Greek Advisor to the Panhellenic Council shall have a voice but no vote.
ARTICLE VIII. PANHELLENIC ADVISOR
A. The Panhellenic Advisor shall be appointed by the Administration of the George Washington University, in consultation with the Panhellenic Association.
B. The Advisor shall serve in an advisory capacity to the Panhellenic Association and its Council. It is desirable that the Advisor be a member of an NPC fraternity.
ARTICLE IX. UNANIMOUS AGREEMENTS AND POLICIES
A. All members of The George Washington University Panhellenic Association shall act in accordance with fundamental Panhellenic policies established by the National Panhellenic Conference in the UNANIMOUS AGREEMENTS (The Panhellenic Compact, Standards for Ethical Conduct, College Panhellenics Agreements, Agreement on Questionnaires and Constitutions, and The Jurisdiction of a College Panhellenic Council).
B. All rules and policies of The George Washington University Panhellenic Association shall be in harmony with those currently established by the NPC.
ARTICLE X. VIOLATIONS
A. Violations of any regulations of this Constitution or its related Bylaws, of recruitment rules, of rules concerning matters other than recruitment, of the National Panhellenic UNANIMOUS AGREEMENTS (the Panhellenic Compact, Standards of Ethical Conduct, College Panhellenic Agreements, Agreement on Questionnaires and Constitutions, and The Jurisdiction of a College Panhellenic Council) shall be the occasion for penalties established by the Panhellenic Council in conformity with those recommended by the NPC.
B. Any dispute growing out of the violation of this Panhellenic Association Constitution, Bylaws, and Standing Rules, or the rules and regulations of The George Washington University, shall be adjudicated by the Panhellenic Judicial Board, in accordance with the guidelines of National Panhellenic Conference and/or the The George Washington University Student Guide to Rights and Responsibilities.
C. Fraternity chapters determined to be in violation shall be subject to penalties issued by The George Washington University Panhellenic Association Judicial Board, in accordance with those suggestions made in the National Panhellenic Conference Manual of Information section on Judicial Policies, as well as the advice of either the Greek, or Panhellenic Advisor.
ARTICLE XI. RULES OF ORDER
The Panhellenic Association of The George Washington University and its Panhellenic Council shall be governed by Robert's Rules of Order, Newly Revised except in matters specifically provided for in the Constitution, Bylaws and Standing Rules.
ARTICLE XII. COORDINATION WITH THE UNIVERSITY
The Panhellenic Association is a registered student organization at The George Washington University. The Panhellenic Association will maintain all required records with Greek Life and the Student Activities Center in order to ensure continuous recognition by the University.
ARTICLE XIII. SELF-GOVERNANCE
The Panhellenic Association, in collaboration with Student Judicial Services, shall administer the processing of judicial cases involving Panhellenic-member chapters, as outlined in the Panhellenic Self Governance Policy.
The Panhellenic Self Governance Policy shall be reviewed and approved by the Panhellenic Association and The George Washington University Dean of Students Office on an annual basis.
ARTICLE XIV. NON-DISCRIMINATION
The George Washington University Panhellenic Association is committed to equal opportunity for all and does not discriminate in membership or access to its programs and activities on the basis of race, sexual orientation, color, national origin, religion, creed, age, marital status, mental or physical ability, or veteran status.
The member fraternities of the Panhellenic Association have the right to confine their membership to women, and their right to exist as single-sex organizations shall not be abrogated by any government agency or action.
ARTICLE XV. AMENDMENTS
This Constitution may be amended by a two-thirds vote of the members of the Panhellenic Council of The George Washington University, provided that notice of the proposed amendment has been given in writing at the preceding regular meeting.

ARTICLE I. MEMBERSHIP

7. Alpha Epsilon Phi, Alpha Gamma Chapter est. 1958 recolonized 1985
8. Sigma Delta Tau, Alpha Tau Chapter est. 1961 recolonized 1985
9. Alpha Phi, Iota Iota Chapter est. 2002
ARTICLE II. FINANCE
A. FISCAL YEAR: The fiscal year of the Panhellenic Association shall be from July 1 to June 30, inclusive.
B. CONTRACTS: The signature of the President and the Vice President of Finance shall be required to bind the Panhellenic Association in contractual agreements.
C. CHECKS & EAF FORMS: All checks and Expenditure Approval Forms (EAFs) issued on behalf of the Panhellenic Association shall be signed by the Vice President of Finance or the President.
D. PAYMENTS: All payments due to the Panhellenic Association shall be given to the Vice President of Finance who shall record them. Checks for payments shall be made payable to The Panhellenic Association.
E. MEMBERSHIP DUES:
1. AMOUNT: The dues of each Panhellenic Association member chapter shall be a per capita assessment per each sister and each new member. Sisters traveling abroad are required to pay Panhellenic dues. Dues will include NPC and NEPC membership dues per chapter. Dues will be seven ($7) dollars per sister and eight ($8) dollars per new member.
2. CALENDAR: The dues of each Panhellenic Association member fraternity shall be collected each semester on the date specified by the President and Vice President of Finance. Notice of this date shall be given to the Panhellenic delegates at least 2 weeks prior.
F. FINES: The Panhellenic Association shall have the right to levy fines in any, and all, appropriate circumstances with the following conditions:
1. The Panhellenic Association will incorporate constructive penalties into sanctioning by offering a choice of fine or other related activity determined by the Executive Board. Should the chapter fail to comply with its sanction within the designated time period, the chapter will be fined accordingly.
2. The maximum fine per individual for a mandatory event will be $10 unless otherwise determined by a vote by the Panhellenic Council.
3. The Panhellenic Association will fine a chapter $25 for a delegate absent at a Panhellenic Council meeting, if an authorized delegate is not sent in her place. If a delegate cannot attend a meeting, she must contact the Panhellenic Vice President of Administration no less than twenty-four (24) hours in prior to the meeting to alert her of who will be attending in her place.
4. A chapter that fails to pay dues on time will incur a 10% late fee each week after the deadline.
ARTICLE III. EXTENSION
A. The Panhellenic Association shall review the viability of Extension annually during the Fall semester, following Formal recruitment, utilizing the guidelines in the NPC Manual of Information.
B. Extension decisions and processes shall be in congruence with the NPC Manual of Information, and c Coordinated by the NPC Extension Committee, the Panhellenic Advisor, and the Panhellenic Association.
C. The Panhellenic Association is the “Proper Authority” (as defined in the NPC Manual of Information) to extend invitations to NPC fraternities to establish chapters on The George Washington University campus.
D. The Panhellenic Association at The George Washington University reserves the right to, in cooperation with GW, fully review the viability of granting permission to a member NPC fraternity to colonize on this campus, taking into serious consideration the current strength of the Panhellenic Association and the effects the expansion will have at The George Washington University. No expansion shall take place without the two-thirds vote of the Panhellenic Association, and the recommendation from the Panhellenic Expansion Committee.
E. Consideration will be given to NPC fraternities that previously had chapters on this campus and to those NPC fraternities that have filed letters expressing an interest in this campus.
ARTICLE IV. CHAPTER TOTAL
A. The Panhellenic Association will review Chapter Total annually during the Fall semester, following Formal Recruitment, utilizing the guidelines in the NPC Manual of Information.
B. Chapter Total will be reaffirmed or revised by a vote of the Panhellenic Council once each academic year.
C. A two-thirds vote of the Panhellenic Council is required to change Chapter Total.
ARTICLE V. SELECTION OF OFFICERS
A. All interested and qualified women will submit an application to the current Panhellenic Executive Board no later than the date specified by the Panhellenic Executive Board.
B. All candidates will sign-up for an interview time with the Slating Committee when they turn in their completed applications to the Panhellenic Executive Board.
1. The Slating Committee shall consist of at least one representative per chapter, qualified either as a past or present chapter President and/or graduating Panhellenic Executive Board member; and the outgoing Panhellenic President and Executive Board.
2. In the case of a tie on the Slating Committee, the outgoing Panhellenic President will vote.
3. If there are less than five (5) Slating Committee members available, delegates from chapters not currently represented will fill the vacancies through elections at a regularly scheduled meeting.
C. A Meet the Candidates forum will occur prior to officer elections. At this time, candidates will speak before the Panhellenic community about their candidacies. Nominations of new candidates may be taken from the floor at this meeting, but will close at the end of the meeting. Nominations will not be taken from the floor on the night of elections. However, nominated candidates may “drop down” to another position.
D. The slate of candidates should be, but does not have to be, available to chapters by the weekend prior to officer elections.
E. The slating committee meeting will be held in Executive Session, which implies that nothing discussed in the meeting may be disclosed to members not present during the vote.
F. The Slating committee is responsible for putting together a complete slate. The slate will then be given to the chapters to vote on in it’s entirely. The slate must pass by a majority of chapters.
G. If the Executive Board slate presented to does not pass, the election of officers to the Panhellenic Association Executive Board will be held as soon as feasibly possible. The candidates for each office will be the candidates who interviewed for that office and presented at the Meet the Delegates forum already held or expressed interest to Panhellenic President before election night. New nominations from the floor will not be accepted. Only the Greek Advisor, Panhellenic Advisor, Panhellenic President and Executive Board Members who are not running for election, chapter Presidents, and chapter Panhellenic Delegates shall be in attendance during this election. The chapter delegates will vote by secret ballot for their respective chapter in order of officer rank. Results of the election will be announced immediately.
1. No community member present at the closed elections shall discuss the voting process after the election is complete. The Panhellenic Association will keep no records of voting after the completion of the closed election. All community members present will sign confidentiality agreements prior to the commencement of the meeting.
2. All voting will be done by Robert’s Rules of Order.
3. In the event of a tie, open discussion will commence among the voting designees on the slating committee. If a candidate has not been elected by an absolute majority within one (1) hour, the Panhellenic President will cast the tie breaker vote.
4. The applications of all candidates will be available to all Panhellenic chapter members if the original slate does not pass. All applications will be e-mailed to the chapter Panhellenic delegates within twenty-four (24) hours of the initial vote.
H. If a Panhellenic Executive Board member resigns during her term, the vacant position shall be opened for application to all eligible women in the Panhellenic community within 2 weeks of the resignation. All submitted applications shall be available to the Panhellenic community for review. The remaining members of the Panhellenic Executive Board have the right to recommend a candidate and present this recommendation to chapters for consideration. A majority of the voting members of the Panhellenic Council shall be required to accept an applicant into the vacant position on the Panhellenic Executive Board.
ARTICLE VI. OFFICER RESPONSIBILITIES AND RANK
A. PRESIDENT
1. Coordinate and preside over meetings of the Panhellenic Association Council, and Executive Board.
2. Review and revise the Panhellenic Constitution annually. Present any revisions to the delegates, who will then vote on the revisions.
3. Maintain a minimum of three (3) weekly office hours.
4. The President-Elect shall attend the weekly officer hours of the current Panhellenic President until the current Panhellenic President’s term ends.
5. Schedule and co-chair monthly President’s meetings.
6. Attend other University leadership events as appropriate, and serve as the chief representative of the Panhellenic Association to both the University community and the National Panhellenic Conference.
7. Meet with the Greek Advisor on a weekly basis.
8. Meet with the NPC Area Advisor on a monthly basis.
9. Remain in the Washington, DC metropolitan area during certain months of the summer in which she is in term.
10. Attend all Presidents’ Retreats and the Annual Greek Conference.
B. EXECUTIVE VICE PRESIDENT OF ADMINISTRATION
1. Fill the vacancy of the President and preside over Panhellenic meetings in the absence of the President.
2. Collaborate with the Inter-fraternity Council (IFC), the Multi-Greek Council (MGC), the National Pan-Hellenic Council (NPHC), and the Office of Greek Life to create a master Greek calendar.
3. Schedule rooms for Panhellenic meetings.
4. Serve as office manager for the Panhellenic office, including ordering office supplies and general upkeep.
5. Keep accurate records and minutes of Panhellenic meetings and distribute to Delegates and Chair of Technology within twenty-four (24) hours of the respective meeting.
6. Take attendance at all Executive Board and Panhellenic Council meetings.
7. Collect all Officers’ office hours, and ensure that they are posted outside the Panhellenic office, in addition to being distributed to all chapters via Panhellenic Delegates.
8. Work with the Greek Advisor to update the Panhellenic member chapter information in the Greek Officer directory at the beginning of each semester.
9. Serve as the Parliamentarian for Panhellenic Council meetings.
10. Provide training for the Panhellenic Delegates on parliamentary procedures.
11. Attend University leadership events as appropriate.
12. Maintain a minimum of three (3) weekly office hours.
C. VICE PRESIDENT OF MARKETING/PUBLIC RELATIONS
1. Responsible for the artistic creation of all print, radio and TV coverage.
2. Work closely with the other officers to organize and promote Panhellenic programs, service projects, social events, collaborate with VP Recruitment to create Recruitment logo/theme, etc.
3. Responsible for developing and implementing an annual marketing plan for recruitment.
4. Responsible for creating, printing and distributing Recruitment booklet and t-shirts one (1) week prior to the start of the first Colonial Inauguration.
5. Promote a positive sorority image to the entire campus including administrators, faculty, and the local community through relations with the Hatchet, the Cherry Tree, and other campus media via press releases and advertisements.
6. Responsible for continuous collaboration with the IFC, MGC, and NPHC executive equivalents.
7. Responsible for updating the Panhellenic website weekly with meeting minutes and announcements.
8. Work with the VP Recruitment to assure that potential members will have access to all necessary Recruitment materials.
9. Meet monthly with the Greek Advisor to assure that the website complies with University and Student Activities Center standards.
10. Maintain a minimum of two (2) weekly office hours.
11. It is recommended that the Vice President of Marketing/Public Relations reside in the Washington, DC metropolitan area during the summer in order to assist the Vice President of Recruitment with promotional materials for recruitment.
D. VICE PRESIDENT OF FINANCE
1. Collect sorority dues in a timely manner.
2. Create and maintain the budget for Panhellenic for the next academic year. The budget should be based off of the previous year’s actual expenses.
3. Complete the Mid-year Report before leaving office. This document should be used as a tool during the transition of officers.
4. Approve all appropriate Panhellenic expenses and reimburse the Executive Board when necessary.
5. Responsible for all co-sponsorship applications.
6. Approve all appropriate Expenditure Approval Forms (EAFs).
7. Track and record both of the Panhellenic accounts: Expense Account and Student Association Account. Ensure all credits and debits are justified.
8. Maintain a minimum of two (2) weekly office hours.
9. It is recommended that the Vice President of Finance reside in the Washington, DC metropolitan area during the summer in order to assist with financial needs of recruitment.
E. VICE PRESIDENT OF PROGRAMMING
1. Plan and coordinate all Panhellenic programming, including educational programs, Greek Week, social events and the annual Fashion show.
2. Work with the Program committee to incorporate Greek events into every major university calendar event, examples being Colonial Inauguration, Welcome Week, Greek Week, Colonials Weekend, and Graduate Week.
3. Inform Panhellenic delegates of upcoming programs and events.
4. Maintain a minimum of two (2) weekly office hours.
F. VICE-PRESIDENT OF RECRUITMENT
1. Responsible for the selection and training of Recruitment Counselors, and the development of the Recruitment Counselor program before and during the period of Formal Recruitment.
2. Responsible for creating, ordering, and distributing Recruitment materials, consisting of t-shirts, registration forms, brochures, Colonial Inauguration booklets for potential new members and all Recruitment publicity in coordination with the Vice President of Marketing/Public Relations.
3. Collaborate with the IFC Vice President of Chapter Services to promote Greek Life and coordinate Greek participation in summer events, such as Colonial Inauguration.
4. Responsible for implementation of the ICS system.
5. Meet with, train, and advise Chapter Recruitment Chairs on a regular basis.
6. Coordinate the mandatory all-sorority meeting, the pre-Recruitment workshop, and the Panhellenic Disaffiliation Ritual, as well as other appropriate events.
7. Establish dates and schedule rooms for the upcoming Formal Recruitment, in consultation with the Panhellenic Advisor or the Greek Advisor.
8. Coordinate Informal Recruitment information sessions, assist Recruitment Chairwomen as is necessary, and distribute bids on behalf of chapters participating in Informal Recruitment.
9. Coordinate and distribute the appropriate Recruitment Rules to the Recruitment Chairs, Panhellenic Advisor, Greek Advisor and chapter advisors.
10. Work with the Vice President of Standards and President regarding Recruitment violations and infractions.
10. Maintain a minimum of three (3) weekly office hours prior to, and during the Formal Recruitment period during the Fall semester, and two (2) weekly office hours thereafter.
11. Remain in the Washington, DC metropolitan area during certain months of the summer in which she is in term.
G. VICE PRESIDENT OF STANDARDS
1. Coordinate the Judicial Board and preside over judicial hearings, including Recruitment violations and infractions, except in cases in which her chapter is involved.
2. Plan and promote all Risk Management functions for the Panhellenic community.
3. Serve as the liaison between the Panhellenic Association and the Center for Alcohol and other Drug Education (C.A.D.E.), as well as the liaison between the Panhellenic Association and Student Judicial Services (S.J.S.).
4. Responsible for administering chapter judicial matters, as outlined in the Panhellenic Self-Governance Agreement with The George Washington University.
5. Maintain a minimum of two (2) weekly office hours.
H. VICE PRESIDENT OF COMMUNITY RELATIONS
1. Responsible for representing the Panhellenic Association to the Greek community, the campus community, and the National Panhellenic Conference (NPC).
2. Create programs and events that encourage Panhellenic cooperation, inter-Panhellenic relations, and Panhellenic Sisterhood.
3. Serve as a liaison between the National Panhellenic Conference (NPC) and The George Washington University Panhellenic Association, by issuing press releases to the GW Panhellenic community about important NPC updates and changes, etc.
4. Meet with the NPC Area Advisor on a monthly basis.
5. Attend meetings with other student organizations as possible. Serve as the representative of the Panhellenic Association to the Student Association, the Program Board, and other organizations whose activities invite Panhellenic participation.
6. Responsible for ensuring the completion of appropriate local, regional, and NPC conference applications and awards.
7. Write and mail all correspondence letters on behalf of The George Washington University Panhellenic Association, including thank you notes, letters to NPC, etc.
8. Aid Panhellenic Association member chapters in gaining recognition for their accomplishments, with the assistance of the Vice President of Marketing/Public Relations.
9. Maintain a minimum of two (2) weekly office hours.
10. Collaborate with the Executive Vice President of Administration to create the master Greek calendar on behalf of Panhellenic.
11. Maintain an All-Panhellenic Calendar available on the Panhellenic Website

ARTICLE VII. PANHELLENIC CABINET AND OFFICER RESPONSIBILITIES
The officers of the Panhellenic Cabinet shall be: Scholarship Chair, Community Service Chair, Assistant Programming Chair, Head Recruitment Counselor, and Chair of Technology/Webmaster.
The Executive Board of the Panhellenic Association shall have the authority to collect applications, interview, and select Cabinet members if they so choose.
The Executive Board of the Panhellenic Association shall have the authority to create or remove Cabinet positions as needed.
A. Scholarship Chair
1. Build strong faculty relationships and implement faculty appreciation programming.
2. Advise and train chapter scholarship chairs, and meet monthly to share ideas and provide resources on study skills workshops and guides to library use.
3. Raise awareness of and promote academic integrity.
4. Recognize Greek scholars and outstanding and/or improved chapter scholarship
5. Promote awareness of university deadlines – last day to register, last day to withdraw from classes, etc.
6. Promote academic excellence among fraternity women.
B. Community Service Chair
1. Coordinate all community service and philanthropic endeavors on behalf of the Panhellenic Association, including a Fall Recruitment service project and an All-Greek Service project in conjunction with Greek Week.
2. Advise community service/philanthropy chairs and meet regularly to share ideas, coordinate joint projects, and provide resources.
3. Work with the Vice President Community Relations and the Vice President of Public Relations to notify the GW community, etc., of Panhellenic Association community service/philanthropic endeavors.
4. Serve as Panhellenic liaison to the Office of Community Service.
C. Head Recruitment Counselor
1. The President and Vice President of Recruitment shall select the Head Recruitment Counselor through an application and interview process by February 10th.
2. It is recommended that the Head Recruitment Counselor have served as a Recruitment Counselor during a previous Formal Recruitment.
3. It is recommended that the Head Recruitment Counselor reside in the Washington, DC metropolitan area in order to assist the VP of Recruitment with summer events.
4. Work closely with the Vice President of Recruitment and the rest of the Panhellenic Executive Board to select and train the Recruitment Counselors, and to ensure the success of the Recruitment Counselor program.
5. Supervise Recruitment Counselors during the Formal Recruitment period, and answer any and all questions that they may have.
6. Attend all Recruitment Counselor functions, including, but not limited to: Tabling, Greek Life Open House, Recruitment Counselor training sessions, and Recruitment Counselor Panhellenic Sisterhood events.
7. Serve in any other way that the Panhellenic Vice President of Recruitment sees fit.
D. Programming Assistant
1. Work closely with the Vice President of Programming to incorporate Greek events into all major university calendar events, including CI, Welcome Week, Greek Week, Colonials Weekend, The Greek Fashion Show, and Graduate Week.
2. Organize educational programming to benefit the Panhellenic community and raise awareness of important issues.
ARTICLE VIII. STANDING COMMITTEES
Standing Committees are encouraged to carry out the work of The George Washington University Panhellenic Council. Each Panhellenic Delegate should serve on one of these Standing Committees, or on any ad hoc committee that may be created by the Panhellenic Executive Board during her term of service.
Standing committees include: The Panhellenic Judicial Board, The Junior Panhellenic Committee, and The Greek Week committee. The Judicial Board will be chaired by the Vice President of Standards, the Junior Panhellenic committee will be chaired by the Vice President of Community Relations, and The Greek Week committee will be chaired by the Vice President of Programming.
A. Judicial Board
1. The Judicial Board shall be presided over by the Vice President of Standards, except in the event that the VP Standards serves as the advocate for the Panhellenic community or her respective chapter, in which case she shall determine an appropriate replacement based on the hierarchy of Executive Board officers.
2. The Judicial Board shall be comprised of the representatives as appointed by the Vice President of Standards, at the beginning of her term of office. Applications will be taken and members selected no later than one (1) month after the Vice President of Standards begins her term. Judicial Board representatives will be required to serve for the duration of the Vice President of Standards’ term, though exceptions can be made at the discretion of the Vice President of Standards. The respondent fraternity may be not have a representative on the judicial board.
3. The Judicial Board shall be responsible for hearing all alleged violations of this Constitution, Bylaws, and NPC UNANIMOUS AGREEMENTS.
4. All procedural guidelines for hearings and appeals follow those as outlined in the NPC “Green Book” section titled “Judicial Procedures”. If a resolution is not agreed upon by the Judicial Committee and the chapter in violation, the Panhellenic Advisor or Greek Advisor will serve as mediator. If a resolution is not agreed upon in mediation the Panhellenic Advisor or Greek Advisor will contact the NPC area representative.
5. The Judicial Board shall be composed of nine (9) members, one representative from every Panhellenic Chapter.
