NORML stands by the words of President Jimmy Carter:
Penalties against a drug should not be more damaging to an individual than the use of the drug itself. Nowhere is this more clear than in the laws against possession of marijuana in private for personal use. Therefore, I support legislation amending federal law to eliminate all Federal criminal penalties for the possession of up to one ounce of marijuana. Jimmy Carter, 1977
Our mission is to inform and educate the general public of the inequity, inefficiency, and hypocritical nature of marijuana legislation in the United States today, and to contribute in the fight to repeal the prohibition of marijuana. Instead of prohibition, we would prefer to see cannabis taken out of the black market and regulated, much like alcohol.
